This is a condensate trap manufactured by Rational. The condensate trap is suitable for Rational combi steamers SCC/WE 201, 202.

The condensate trap generates an accelerated flow of steam and other vapors from the vent pipe. This allows steam and vapors to be specifically directed into an extraction system via piping.
